Think I've worked it out -- I noticed Virtualbox was still installed.
After removing Virtualbox, the upgrade seems to continue fine.

Bug description:
  I can't work out what is blocking the upgrade, I've uninstalled most
  of the third party packages (docker etc) but I don't see any of them
  in apt.log anyway. I apologise in advance if this is a PEBKAC
  situation :S
