Whatever the blocking package was it has been updated now and 23.10 has
gone through.

Status in ubuntu-release-upgrader package in Ubuntu:

Bug description:
  During the upgrade process from 23.4 to 23.10 the upgrader errors out
  telling me there might be some packages from PPAs, I don't see
  anything in the logs that might be from a PPA. I don't know how to
  proceed.
