  Ubuntu fails to upgrade from 23.04 to 23.10

Status in ubuntu-release-upgrader package in Ubuntu:

Bug description:
  Trying to do a release upgrade from 23.04 to 23.10.  Upgrade "Release
  Notes" are blank, proceeding to press the upgrade button shows the
  "Distribution Upgrade" dialog, which completes the "Preparing to
  upgrade" step, fetches files and gets to "Calculating changes" when it
  then shows a dialog stating:

  Could not calculate the upgrade

  An unresolvable problem occurred while calculating the upgrade.

   If none of this applies, then please report this bug using the
  command 'ubuntu-bug ubuntu-release-upgrader-core' in a terminal. If
  you want to investigate this yourself the log files in '/var/log/dist-
  upgrade' will contain details about the upgrade. Specifically, look at
  'main.log' and 'apt.log'.
