[Bug 2045260] [NEW] Upgrade from lunar to mantic crashes

Public bug reported:
I have installed a clean kubuntu 22.04 (no changes, except adding
NOPASSWD to sudoers and installing my favorite editor 'joe'). Then I did
an upgrade to 23.04, as proposed by do-release-upgrade. Afterwards, I
wanted to do the next step - to 23.10 with the same tool.
It is failing with a message, that there is an unrecoverable error.
Looking into /var/log/dist-upgrade/apt.log, there are tons of unresolved
conflicts. Seems that some packages are obsoleted, but not removed
during the previous upgrade (or something like that).
I'm going to investigate it anyway, since I want that upgrade. If I find
something, I'll post it here.
