[Bug 2045267] [NEW] I can`t run sudo do-release-upgrade , it throws error

Public bug reported:

every time I run the sudo do-release-upgrade it says that I must purge
the external ppa files. I removed them all and the error still persists,
WHY?? Help me please I just want to upgrade the ubuntu distro.
