  updating from Ubuntu 22.10 to 23.04 fails (shim-signed broken?)

Status in ubuntu-release-upgrader package in Ubuntu:

Bug description:
  I am trying to upgrade to 23.04, either by GUI or command line. I get
  a message that it can't calculate the upgrade, without any
  instructions of diagnosing why.

  I looked at broken packages, and I see that shim-signed is saying that
  it's broken. I've tried reinstalling it, but upgrades still don't
  work.
