  localedef crashed during Ubuntu 23.10 installation

Bug description:
  1. Download the daily build ISO of 23.10.
  2. Used ventoy to put the iso on a USB
  3. Boot the computer (MacBook late 2007)
  4. Try Ubuntu.
  5. Install Ubuntu.
  6. Passed all the stages of partitions, username/password, dark/light and hit install.
  7. The Installation failed with an error.
