Bug description:
  X13s didn't run flashkernel as part of the install

  hence dtb was not preset in /boot/ and thus installed system is
  incorrect.

  either we need to splice dtb into vmlinuz (which we can with sd-boot
  stub + zimg + devicetree) or make flashkernel run
