  Ubuntu 23.10 server (daily) - autoinstall: subiquity keyboard layout
  not working

Status in subiquity package in Ubuntu:
  Incomplete

Bug description:
  When using cloud-init autoinstall to deploy the current daily of
  Mantic (server), the given keyboard layout is not recognized by the
  subiquity installer.

  Example conf:

  #cloud-config
  autoinstall:
    version: 1
    keyboard:
      layout: de

  PS: When using the current beta of mantic server this issue does not
  exist.
