[Bug 2039390] [NEW] dpkg-dev: libdpkg-perl=1.21.1ubuntu2.1 downgrade required on Ubuntu 22.04

Public bug reported:

What was expected? `sudo apt-get install -y dpkg-dev` works out of the
box.

What happened instead/reproduction:
```bash
sudo apt-get install -y dpkg-dev

Reading package lists... Done
Building dependency tree... Done
Reading state information... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
 dpkg-dev : Depends: libdpkg-perl (= 1.21.1ubuntu2.1) but 1.21.1ubuntu2.2 is to be installed
            Recommends: build-essential but it is not going to be installed
            Recommends: fakeroot
            Recommends: libalgorithm-merge-perl but it is not going to be installed
E: Unable to correct problems, you have held broken packages.

sudo apt-get install -y libdpkg-perl=1.21.1ubuntu2.1 --allow-downgrades

...
dpkg: warning: downgrading libdpkg-perl from 1.21.1ubuntu2.2 to 1.21.1ubuntu2.1
...

sudo apt-get install -y dpkg-dev

... now succeeds
