Thx Marian for reporting this.

There is a 'Replaces' and 'Breaks:' in s390-tools for << 2.28.0-0ubuntu2
but I believe it's needed in s390-tools-signed as well...

Bug description:
  Upgrade from lunar to mantic via do-release-upgrade.
  Then autopkgtest fails with

  src/s390-tools-${S390TOOLSVERSION}/ -- null | tee

  ...
  Unpacking s390-tools (2.29.0-0ubuntu2) over (2.29.0-0ubuntu2) ...
  dpkg: error processing archive /tmp/autopkgtest.LDbCYt/binaries/./s390-tools.deb (--unpack):
   trying to overwrite '/lib/s390-tools/stage3.bin', which is also in package s390-tools-signed 2.29.0-0ubuntu2
