Bug description:
  https://ubuntu-archive-team.ubuntu.com/priority-mismatches.html wants
  to promote wpasupplicant et al to Priority: important because dhcpcd-
  base Recommends: it.

  We want dhcpcd-base everywhere because it's used as the dhcp client in
  the initramfs when that is needed.  But we don't want it to pull
  wpasupplicant in by default.  This Recommends: needs to be dropped.
