[Bug 2040490] [NEW] High CPU consumption for the same applications after upgrade to Ubuntu 23.04

Public bug reported:

I upgraded my OS from Ubuntu 22.10 to 23.04. After the upgrade the CPU
consumption increased. Espcially the startup time increase from 10-15
secs to 1 min. System is working very slow as compared to what I have
been using before upgrade.
