Public bug reported:

The only rdepend for libsmbios that's in main has historically been
'fwupd'.

fwupd 1.9.6 has dropped support for libsmbios.  Consequently it is no
longer a rdepend for libsmbios.

Because of this change, libsmbios should be demoted to universe instead
of main.
