[Bug 2033751] [NEW] ubuntu-cpc project images not producing all expected filelists

Public bug reported:

Not all ubuntu-cpc project build targets/series are producing filelists,
despite listing `provides livecd.ubuntu-cpc.filelist` in the series
files.

This is because not all of the image builds use the create_manitfest
function @ https://git.launchpad.net/livecd-rootfs/tree/live-
build/functions?h=2.799#n40

If we expect and `provide` filelists then they should be created.
