  ubuntu-installer tries to download ISO before DHCP finishes

  Incomplete

Bug description:
  Hello,

  I am trying to install Ubuntu 22.04 via ipxe on a Dell R660xs.

  When the system boots up it tries to download the ubuntu-server ISO
  before the NIC gets done coming up.

  I've tried adding bootdelay=1000 nicdelay=1000, etc etc to the kernel
  line but no matter what it always tries to download the ISO before the
  NIC is done getting an IP address.

  This only happens on this hardware as far as I know. I've tried
  reporting this as a bug but busybox doesn't have ubuntu-bug.
