My proposed change https://github.com/canonical/subiquity/pull/1784 will
return the core boot capabilities in the "disallowed" list of the
v2/guided API so the client can in principle show something to the user.

Bug description:
  It is not possible to install third-party drivers with the TPM FDE
  option (deb vs snap kernel)

  When the user selects third-party drivers, the TPM option must not be
  available.
