Also I wanted to point out that it even says while it is booting:
initramfs: Begin: waiting up to 180 secs for any network device to
become available ... done.
Then 3 seconds later it shows the ISC DHCP header and it starts trying
to get an IP address.
After that it tries to do DHCP on the DRAC (lol) and the two NICs then
before DHCP responds back with an IP address it starts trying to netboot
and download the ISO.

Bug description:
Hello,
I am trying to install Ubuntu 22.04 via ipxe on a Dell R660xs.
When the system boots up it tries to download the ubuntu-server ISO
before the NIC gets done coming up.
I've tried adding bootdelay=1000 nicdelay=1000, etc etc to the kernel
line but no matter what it always tries to download the ISO before the
NIC is done getting an IP address.
This only happens on this hardware as far as I know. I've tried
reporting this as a bug but busybox doesn't have ubuntu-bug.
