[Bug 2035970] [NEW] [mantic] ubiquity installer unable to installer bootloader

Public bug reported:

- Ubuntu Unity Mantic daily ISO 20230913 and 20230914
- Run in GNOME Boxes 45~rc-1 on a Ubuntu Mantic host with 4GB of RAM allocated and a new 20 GB virtual hard drive

I clicked through all the default options in the installer.

The install fails when it gets to installing the bootloader. Screenshot
attached.

Other Info
==========
The Kubuntu 20230913 ISO using Calamares instead of Ubiquity worked.
The Ubuntu Budgie 20230913 "daily-live current" ISO using an alternative version of the new Ubuntu Desktop Installer (written in flutter, uses subiquity) also worked.

Will test Xubuntu with Ubiquity next.
