[Bug 2036547] [NEW] Mantic minimal cloud images (ubuntu-cpc project) have no arm64 images

Public bug reported:

With the migration from linux-kvm to linux-virtual/genreic for the
mantic minimal images we can now start building arm64 minimal cloud
images.

Previously this was blocked due to there being no linux-kvm kernel for
arm64. Now that we are using virtual/genreic this is no longer a
blocker.

This bug is to track the work to enable arm64 builds for mantic minimal
ubuntu-cpc project minimized subproject builds.
