Bug description:
  $ snappy config ubuntu-core > /tmp/c

  Adjust to have:
  config:
    ubuntu-core:
      ...
      timezone: America/Chicago

  $ sudo snappy config ubuntu-core /tmp/c
  unable to create /etc/localtime: open /etc/localtime: read-only file system

  $ snappy list
  Name               Date       Version    Developer 
  canonical-pc       2016-02-02 3.0        canonical 
  canonical-pc-linux 2016-02-03 4.3.0-7-2  canonical 
  ubuntu-core        2016-02-03 16.04.0-11 canonical
