everything that needed downloading got downloaded from
http://gb.archive.ubuntu.com.

I also did an install of Ubuntu budgie daily to further check what
/etc/apt looks like in the target system. And it looked good (*) as
well. The country mirror is used.

It is actually a software-properties bug when the system is configured
with deb822 sources. See bug 2033949.

This PR should fix the issue by disabling deb822 sources:

(*) except that the -security pocket is not accessed through
security.ubuntu.com - see bug 2033977

Overall, I expect that taking a more recent revision of the ubuntu-
desktop-installer should solve the issues.

Bug description:
  Using Ubuntu Budgie 23.10 beta + the new installer

  I noted after install in software-properties-gtk that the default
  server to download from was "Main Server".

  I was expecting one of the UK mirrors to be the default.

  Indeed - installing from our legacy ISO beta, after install the
  download offered the "Server for the United Kingdom"

  attached is the /var/log/installer folder that has been tar'd
