Here, when you try to create one, it makes a list of all existing ones.

I am trying to do-release-upgrade from 20.04 to 22.04, and it fails
towards the end due to this error.

Humm, it could be because I have restored my system from a backup. So
/lib and /usr/lib may have been originally linked, but are not linked
anymore. Therefore, the usrmerge tool detects duplicates

So maybe we should instruct usrmerge to automatically replace or ignore
if exactly the same.
