  upstream autopkgtests fail to build test images

Bug description:

  Basically every upstream test fails with odd errors. Early in the
  tests, a common default.img is supposed to be built, but this fails:

  2614s I: Install time zones
  2614s D: Installing /usr/share/zoneinfo/Asia/Seoul
  2614s D: Installing /usr/share/zoneinfo/Asia/Vladivostok
  2614s D: Installing /usr/share/zoneinfo/Australia/Sydney
  2614s D: Installing /usr/share/zoneinfo/Europe/Berlin
  2614s D: Installing /usr/share/zoneinfo/Europe/Dublin
  2614s make: *** [Makefile:4: setup] Error 1

  But, the tests continue anyways, without a complete test image, hence
  the odd errors. Looking at the test script, I found that it it is
  failing trying to install /usr/share/zoneinfo/Europe/Kiev, which is
  now called /usr/share/zoneinfo/Europe/Kyiv.
