[Bug 2037327] [NEW] refactor of `configure_universe` needed

Public bug reported:

live-build/functions contains `configure_universe`, a function which:

* is named as configure_universe but does much more than that
* has an unusual api contract of touching file config/universe-enabled
* is not the default behavior, when most if not all targets want this

Please refactor this to address the above.
