[Bug 2060558] [NEW] AppArmor profile `unconfined_restrictions` missing for noble 6.8 kernel

Public bug reported:

A recent update to the Noble  introduced AppArmor new profile
`unconfined_restrictions` [1]. This is not reflected in the snap
preseeding code and need to be updated.

Currently any snaps preseeded are not seeded correctly resulting in a
longer boot time.
