This bug was fixed in the package livecd-rootfs - 24.04.60

Bug description:
  A recent update to the Noble  introduced AppArmor new profile
  `unconfined_restrictions` [1]. This is not reflected in the snap
  preseeding code and need to be updated.

  Currently any snaps preseeded are not seeded correctly resulting in a
  longer boot time.
