  trace-cmd autopktest should be skipped on armhf

Status in trace-cmd package in Ubuntu:
  Fix Released

Bug description:
  The armhf autopkgtest environment uses LXD containers rather than VMs.
  Running the trace-utest autopkgtest in this environment will lead to
  permission errors (cannot read /sys/kernel/tracing). The test should
  be adapted to be skippable under certain conditions, and/or should
  require isolation-machine.
