Ah, I see what's going on here. You only have this in your sources.list:

deb http://archive.ubuntu.com/ubuntu mantic universe restricted
multiverse main

In particular, you don't have mantic-updates enabled. I am not surprised
your upgrade failed. Please enable mantic-updates and try again.

This also explains the UI issue, because you have an out-of-date distro-
info-data, so it doesn't have the info for 24.04.

  1. upgrading window shows %s instead of version number 
  2. says "An unresolvable problem occurred while calculating the upgrade" looks like an issue with postgresql-15 from the logs
