It's possible you had a bad write to your installation media or for some
other reason its contents could not be read correctly.

Ubuntu 18.04 (bionic) reached end-of-standard-support on May 31, 2023.

You should only install supported releases of Ubuntu. See this document for currently supported Ubuntu releases:
