Title:
upgrade fails with KeyError: "The cache has no package named 'linux-
  image-raspi'"

Status in ubuntu-release-upgrader package in Ubuntu:
  Fix Released

Bug description:
This is from a mistake in the fix for bug 2060220. The condition uses
all(), so the check to see if the package is in the cache does not
  short-circuit the access.
