Title:
Noble Numbat distribution upgrade failure too many errors

Status in ubuntu-release-upgrader package in Ubuntu:
  Expired

Bug description:
Environment: Ubuntu 23.10 mantic LTS, wayland, macpro 2013 trashcan,
luks2 encrypted lvm, gnome 45, kernel Linux 6.5.0-28-generic,

Upgrading from 23.10, April 27th 2024, via terminal using do-
distribution-upgrade -d results in too many errors and upgrades fail:

  running "do-distribution-upgrade -d" will fail:

dpkg: error processing package gnome-keyring (--configure):
   dependency problems - leaving unconfigured
  dpkg: too many errors, stopping

Processing was halted because there were too many errors.

after "apt --fix-broken-install" another failure is encountered:

  Unpacking usb-modeswitch (2.6.1-3ubuntu3) over (2.6.1-3ubuntu2) ...
  Errors were encountered while processing:
   /tmp/apt-dpkg-install-RPCtCO/388-libeccodes-data_2.34.1-1build2_all.deb
  E: Sub-process /usr/bin/dpkg returned an error code (1)

after "apt full-upgrade" another failure is encountered:

  Preparing to unpack .../5-libeccodes-data_2.34.1-1build2_all.deb ...
  Unpacking libeccodes-data (2.34.1-1build2) over (2.31.1-1) ...
dpkg: error processing archive /tmp/apt-dpkg-install-JUWoUK/5-libeccodes-data_2.34.1-1build2_all.deb (--unpack):
unable to open '/usr/share/eccodes/definitions/bufr/tables/0/local/8/78/1/codetables/11199.table.dpkg-new': No such file or directory
No apport report written because the error message indicates an issue on the local system
                                                                                           Preparing to unpack .../6-libodc-0d_1.5.0-2_amd64.deb ...

   /tmp/apt-dpkg-install-JUWoUK/5-libeccodes-data_2.34.1-1build2_all.deb
  E: Sub-process /usr/bin/dpkg returned an error code (1)

and after again running "apt --fix-broken-install" it succeeds:

a splash appears and it states that grub-efi-amd64 grub boot loader
was previously installed to a disk that is no longer present, which is
odd since it is the disk lvm I am installing ubuntu on, I continue by
  selecting /dev/nvme0n1p1

and after running "apt update/full-upgrade" again it fails:

  Preparing to unpack .../libeccodes-data_2.34.1-1build2_all.deb ...

   /var/cache/apt/archives/libeccodes-data_2.34.1-1build2_all.deb
  E: Sub-process /usr/bin/dpkg returned an error code (1)

and after running "apt --fix-broken-install" and "apt autoremove -y" and "sudo dpkg -i --force-overwrite /var/cache/apt/archives/libeccodes-data_2.34.1-1build2_all.deb" still fails:

Use 'sudo apt autoremove' to remove them.

  The following cannot be upgraded:

  sudo apt list --upgradable
  Listing... Done
  libeccodes-data/noble,noble 2.34.1-1build2 all [upgradable from: 2.31.1-1]
  mesa-opencl-icd/noble 24.0.5-1ubuntu1 amd64 [upgradable from: 24.0.3+git2403140111.90dcd95c0e7~m~mesarc5]

after purging mesa-opencl* and re-installing it and purging libcc* and
  re-installing it these packages install.

Also reinstalled and enabled gdm3 service since it got stuck at boot
last three times I tried, prior to reboot.

With the failed upgrade restarting the computer will result in a hang and fail to load the gdm.service and system will be unusable.
