Thanks for the bug report.

Please try these separately in /etc/default/grub:

  GRUB_CMDLINE_LINUX_DEFAULT="quiet splash fsck.mode=skip"

or

  GRUB_CMDLINE_LINUX_DEFAULT="quiet splash fastboot"

then:

  sudo update-grub

and reboot. Do either or both fix the problem? My theory (originating
from bug 1970069) is that Plymouth waits for filesystem checks so it can
render status messages on screen. And part of that is a custom systemd
patch only used by Ubuntu.

Title:
  Plymouth costs an extra 2 minutes of boot time

Status in plymouth package in Ubuntu:
  Incomplete

Bug description:
  Plymouth costs 2 minutes of additional time according to systemd-
  analyze for me. And while I am indeed running Ubuntu on my 10-year-old
  HDD, it does seem to have an impact anyways, the impact just
  increases/decreases depending on your hardware.
