[Bug 2077246] [NEW] libpsx is broken by wrong link options

Public bug reported:

ubuntu (at least 22.04, but likely all
versions) provides broken libpsx - posix
support layer for libcap.
I traced the problem to -Wl,-Bsymbolic-functions
link option that is added by debuild. I reported
that to upstream, and the work-around is now provided:

Please update libcap2 to this commit, or somehow
make it so that -Wl,-Bsymbolic-functions is not
added.
