Bug description:
  This issue depends on Security Review of libyuv[1]

  [ Why it is needed ]

  libheif needs to pull in minimal set of dependencies for inclusion in
  main. Downgrade the libheif-plugin-x265 Recommends to a Suggests[2]

  [Build]

  PPA: ppa:vpa1977/libheif[3]

  Testing:
   - piuparts test [4]
   - check dependencies have MIR[5]
   - check that gimp can display heic image[6]
   - check that imagemagic can display heic image[7]

  [What can go wrong]

  Downgrading dependencies may impact abilities to encode/decode images
  and video.
