I removed postgresql-10 and postgresql-10 also did sudo apt autoremove
as suggested.  Now the upgrade is proceeding.

Bug description:
  I'm running the upgrade in SSH on a headless server. It gets as far
  as:

  Calculating the changes

  Calculating the changes

  Could not calculate the upgrade

  An unresolvable problem occurred while calculating the upgrade.

  and then it stops.

  Hopefully the problem info is attached to this bug report which I
  created in the Ubuntu SSH shell.
