Bumping the scope memory limit to 200 MB seems to fix the issue. I have
opened a PR to the source-build repositoy on GitHub with the fix:

Bug description:
  The dotnet8 cgroup-limit autopkgtest has been failing consistently on
  Ubuntu 24.10 Oracular Oriole. A migration-reference/0 run of the
  dotnet8 autopkgtests has reset the baseline of the package to a fail.
