  In the last glibc merge, I dropped this piece of delta (pasting only
  the commit as the diff is a bit massive):

      Adjust libc6-dev Breaks to account for binNMU vs no-change uploads

      This delta is Ubuntu-specific and can be dropped after 24.04

  It turns out my analysis back then was completely wrong. This should
  be added back (but could be adjusted to remove the packages whose
  versions have since been superseded)
