Bug description:
  Network Manager applet shows Non-Latin characters escaped with back-slash and octets.
  This occurs in the applet drop-down for connecting to a network.
  This occurs in the applet drop-down for connecting to a VPN.
  This occurs in the edit-connections pop-up window.
  This occurs in the edit-network window when opening a previously created network connection with Non-Latin characters in the name.

  This started occurring in Xubuntu 24.04.
