FWIW, it's not a regression as the behaviour is the same in Focal.

Title:
usermod silently fails modifying group membership for extrausers

Status in shadow package in Ubuntu:
  New

Bug description:
  Release
  Distributor ID: Ubuntu
  Description: Ubuntu 24.04 LTS
  Release: 24.04
  Codename: noble

  Package:
  passwd 1:4.13+dfsg1-4ubuntu3.2

When using the libnss-extrausers package to store users in a seperate
DB at /var/lib/extrausers, the usermod program is unable to edit group
  memberships (usermod -a -G <groupname> <username>)

Running group-modifying usermod command fails silently, no error is
generated and the return code is 0, but there is no change at
  /var/lib/extrausers

usermod DOES support some extrausers features, I can successfully
  change a user's GECOS.
