[Bug 2078317] [NEW] Newer HW Rev of RPI4B can't boot with ubuntu-core-18-arm64+raspi3

Public bug reported:

We have 12 rpi4b4g set up in the certification lab now.
2 older rpi4b4g with hw rev 1.1 can  boot with ubuntu-core-18-arm64+raspi3 image, but newer rpi4b4g with hw rev 1.5 can't.
I think that should be the firmware issue.
