[Bug 2078449] [NEW] If packages are marked hold, we should tell the user and not upgrade by default

Public bug reported:

2 or 3 out of 15 bugs analysed today were packages being marked hold by
the user. I think the best cause of action is to abort the upgrade
attempt telling them to remove their holds and having the ability to
override that (but we don't just want to continue and then crash in the
solver causing people to again file bug reports...).

Sometimes you do need to hold back some packages from a release upgrade
as well, so just force overwriting holds is not a good idea.
