  after 24.04 => 24.10 upgrade, all applications extremely slow, laggy

Bug description:
  24.10 is extremely slow and laggy. Previously ran 24.04 and it was
  extremely fast and performant. After upgrading to 24.10 a month or two
  ago computer is experiencing consistent slow loading all applications,
  delays in mouse and keyboard input. Previously applications would load
  instantly. Processor is Intel i9 ( (something like 32 cores) so
  hardware is not old.
