I have this issue as well, I think it would be awesome to be able to use

Title:
  do-release-upgrade can not use apt socks5h proxy settings.

Status in ubuntu-release-upgrader package in Ubuntu:
  Confirmed

Bug description:
  apt is configured to use socks5 proxy (dante):

  $ cat /etc/apt/apt.conf.d/50socks
  Acquire::http::proxy "socks5h://192.168.3.100:1080";

  apt works without problem, but do-release-upgrade fails:

  $ do-release-upgrade
  proxy 'socks5h://192.168.3.100:1080' looks invalid
