horizon-eda has no reverse dependencies and was removed from Debian
Testing. Therefore, I recommend that it be removed from Ubuntu. Once
it's fixed in Debian, it will autosync to Ubuntu.

$ reverse-depends src:horizon-eda
No reverse dependencies found
$ reverse-depends -b src:horizon-eda
No reverse dependencies found

This leaves the rust* packages to be fixed. Since these are all
maintained by Foundations, I'm adding the rls-pp-incoming tag.

Bug description:
  libgit2 is stuck in proposed-migration, being a "candidate" for 11
  days already.

  This is probably due to missing rebuilds for the "auto-libgit2"
  transition.
