Bug description:
  On a NanoPi R4S, reporting a problem with the first reboot, apport
  tries to invoke iwconfig. This has been removed, iw should be used
  instead. Which is no drop-in replacement. apport requires some
  changes.

  On a system that does not have a wireless interface, it is sufficient
  to symlink /usr/sbin/iwconfig to /usr/bin/true to supress the error.
