Bug description:
  [ Impact ]

   * We need this for some packages that are upgraded wholesale in
  Jammy, e.g. the adsys software.

  [ Test Plan ]

   * Currently vendored dependencies validation support is unavailable in Jammy. You can observe that `/usr/share/cargo/bin/dh-cargo-vendored-sources` script is missing in Jammy.
   * A rebuild test of all packages in a PPA to check for existing violations and breakages.

  [ Where problems could occur ]

   * This may introduce breakages in existing packages where the vendor
  source tag was not correctly written and was previously built due to a
  lack of validation.

  [ Other Info ]

   * This backport is needed to help ensure the source package includes
  the correct vendor libraries, thus improving security.
