Bug description:
  It was noted during the Oracular release that the release announcement
  is a bit oldish when it comes to the "questions" section.

  For example: http://archive.ubuntu.com/ubuntu/dists/oracular-
  proposed/main/dist-upgrader-all/current/ReleaseAnnouncement

  * This is pointing to IRC first, and nothing is mentioning Discourse [1] nor Matrix [2].
  * Remove the `www` prefix to all ubuntu.com links, it's no longer needed, and redirects anyway.
  * Make all the links HTTPS.
