Bug description:
using `do-upgrade-release` to upgrade from 22.04 LTS to 24.04 LTS, I
was informed that /etc/sysctl.conf was modified by me since its
installation. I viewed the differences and decided that I wanted to
edit the maintainer's version and then accept it. I chose to start a
shell and ran `vim $DPKG_CONFFILE_NEW` and made my edit and then
pressed CTRL-C to exit insert mode in vim. That is when the process
aborted and then hung.
