On an `armhf` machine (which is not supported under ESM:
https://ubuntu.com/security/esm), MOTD will show

    Expanded Security Maintenance for Applications is not enabled.

    Enable ESM Apps to receive additional future security updates.
    See https://ubuntu.com/esm or run: sudo pro status

which is misleading.

ubuntu-advantage-tools does not create or update an ESM apt cache on
machines that are not supported, so when update-notifier looks for
potential ESM updates, it will always find 0 on an unsupported machine.

When update-notifier finds 0 potential updates from ESM, it should
somehow query if the current machine is supported before showing the
banner.
